i was kind of wondering how you do it i am new to reaper paints but have been painting for a few years now and i can't seem to get the same results i used to get i have to admit i went from GW paints so i was thinking mabey you have to handle RMS paints differant.

I don't think the primer is having too much of an effect here, unless your base coat isn't completely covering the primer.

Some of the triads are pretty close in hue, so the difference between the shade and highlight might be pretty subtle. Also, if you're dealing with metallics, it will be even more tricky to see any difference due to the reflective nature of the paint. You can always add a bit of silver into your highlight color to brighten it up. If you have adamantium black, you can add that to your shade color to darken it, or just plain black will do the trick as well.

SHORT ANSWER: Honed Steel is closer to Chainmail.

LONG ANSWER:

To get a steel effect you need to go up to honed steel, which is about as bright as GW Chainmail but a little bluer. Shadowed steel is a much darker and bluer.

I find a black undercoat DOES make a difference, but my advice is get a good layer of Shadowed Steel down then lightly drybrush with Honed Steel. RMS don't drybrush the same as GW, so you'll need to fool with it a bit till you know how it's going to act.

You might find you get the tone closer to how you like it with a really super thin and light glaze of a reddish brown, or blend a tiny bit of a reddish brown into your Honed Steel, but that's a GUESS on my part.
