I haven't done TOO much painting of feathers but I've done some recently. Here's what I've found:

 

Dry brushing is great for some pieces but you have to do light layers of dry brushing and your not going to get the model looking better than table top in most cases. The nice one's I've done, I've painted the feather by hand, segment by segment. It's a long process and annoying but it looks really good when done right. You may need to use glazes/light washes to put some dark pigment back in to break up some of the space.
