Melbourne Mew Mew
I'm looking for female modern or sci-fi miniatures that aren't scantily clad, and preferably look like serious military. Any recommendations?
Inarah
VOID/I-Kore/Urban Mammoth or whatever they call themselves now has an excellent lineup of female militia. There's a few others in the various factions there too. You might look at Foundry's modern stuff. Hasslefree had a few, but I see their web shop is undergoing a re-org. Copplestone has a nice set of female troopers in military gear. You'll find other females as part of sets there too.
Kannan Fodder
Any of these work? http://www.reapermini.com/FigureFinder#detail/50007 http://www.reapermini.com/FigureFinder#detail/50071 http://www.reapermini.com/FigureFinder#detail/50146 ~M
Heisler
Actually Hasslefree has more than a few females like that. And they are all serious military types. You can find some in the painting competition figures here: Hasslefree Chicks
Bruunwald
I've painted a number of the Copplestone military-type ladies. They're pretty nice. Good amount of character and easy to paint up.
Lithian
Although some (not all) are scantily clad, I would suggest Infinity minis.
Ddot
+1 for Infinity... Of course, some of their females are in Heavy Infantry suits, so it's a little harder to tell. The Yu-Jing Zhanshi lady is very tough-yet-feminine, that might be a good start.
jdripley
This is a female, not that you can tell really... So is this, and you can tell it's female. Leans more towards modern than sci-fi As is this one. All of these are from a new-ish company/game called MERCS. They're a little pricier than Reaper, but not out of sight by any means. More in line with PP's prices.
