Another methodyou could try is with some foam. When I painted my Flames of War tanks I used a piece of foam you get in some blister packs. I tore a corner off it. I dipped it in the undercoat color of the tank and dabbed it off on a napkin then gently dabbed it around the tank. It looks like bullets chipped the paint. Then I used a fine brush to underline the larger chips with off-white.
