I like those tech bases a lot, if they get unlocked I'm in.

Though the 30mm inserts fit nicely onto your standard beveled-edge 25mm base...

Yeah, they come with the deep-recess 30/40/50mm bases that they're designed for. (You can buy 25mm beveled-edge bases on the cheap and pop the 30mm inserts on top of them with little to no overhang.)

Are they never going to answer me (and several others) about buying individual base sizes as add-ons? Sheesh.

I wonder if "and now this comes with the bottom bases, too!" is a stretch goal. At the very least it should be an add-on, kind of a hassle (and, not being a fan of hassles, potentially a pledge I'll drop) otherwise.

It comes with both the inserts and the bases. It does not come with 25mm beveled-edge bases, as they are not designed for that.
