This is Reaper 02100: Trissa Cloverhill, the last of the three female halflings in the set 03359: DHL Classics: Female Halflings.

 

They are a cute set of three extra-small old-school-style hobbits. Trissa's legs felt a little bare to me, so I added blue breeches.
