Woodland Scenics Snow advice

I wanted to add some snow to my figure bases, so I went and bought a package of Woodland Scenics snow. I wetted the surface, then put on the snow, and tried to soak and bind it with wetting agent made from a mixture of matte medium and flow improver, just like I do with Woodland Scenics foilage material. But when I did, the snow material didn't soak up the wedding agent, but instead beaded up into my setting mixture.

 

What am I doing wrong here? Is there some trick to putting down Woodlands Scenics snow?

I think they recommend using watered down PVA Glue (Elmer's). Here's a link to an outside article and snow. I have a bit of that snow, but use it as a top layer texture for Secret Weapons Snow Effects as on these Space Wolves. I normally cut the glue 1:1 with water, or a bit more water as the need arises. I did put a few snowflakes on Kaya the Reaper's boots and on the Frost Wyrm with Matt Varnish, but that's more artistic as it's not very durable.... I should also note that I also tried to use texture paste or something for snow, which I didn't particularly care for. Anyway, hope that helps some!

I dont do anything fancy at all.  I squirt a blob of Elmer's style white glue on the base, spread it around with a brush; and then either sprinkle the snow flock on or just dunk the figure in a container of it.

  The one thing I have found is that you really need to paint whatever you're "snowing" white beforehand, as the snow flock is not that opaque.

Last night I tried a few other ways to apply the flocking, including brushing on glue / matte medium / texture gel and sprinkling the snow flock on it -- that seemed to work a lot better than putting it down on a wet surface then soaking it. I think after getting it to adhere, I can then soak it with the diluted matte medium to ensure it sticks.

 

It has a much different behavior from the ground foam I've worked with before. 

 

It is also quite transparent, as Chris pointed out.  Without a coat of white underneath it looks slushy.

I used some on my snowy lakes. I put down a blob of superglue and then drizzled the white particles onto the glue. Stuck within seconds.

That patch of snow in front [of] the oncoming wolf is WS snow stuck with superglue.
