I paint green hair close to the way I paint half-orc skin.  I take a vivid green I like and blend it with an earthy red-brown.  You can add a surprising amount of brown and still have a very organic-looking green. 

 

Specifically I use pure Phthalo Green and Burnt Sienna in Golden Fluid Acrylics.  Reasonable Reaper paint substitutes would be Clear Green and Chestnut Brown.

I did the dark sword green witch with green hair.

I just paint it like hair.  I think for this I used peacock green, viper green and buckskin pale as the hair colors.  I think it would look better with browns mixed in with green as well.  You could even go white, but for color reasons I stopped with yellows and avoided brown.

I painted a Dark Sword mermaid warrior this way, and some (not yet finished) Stonehaven half-orcs.  Varying the amounts of brown can change the green from just-not-quite eye-searingly Crayola all the way to a subtle sage grey.
