If you mean, is the Mound the same size as the Kaladrax base; I think it is, or at least it's very close.  Hard to tell exactly, not knowing the exact size of those figures in the picture.   Possibly a little tiny bit smaller.

The Kaladrax that was eventually made is larger than the Kaladrax that was intended to be made.

I suggested that we rent a second apartment for D&D under the pitch that she wouldn't have to host game night anymore or deal with all our stuff a few weeks ago but sadly she didn't bite lol

Well, there was a translation issue with the Chinese factory, so Kaladrax is about twice the size that reaper intended. There is what was meant to be a human skull on the base, and it's now a giant skull.

Was there ever a smaller physical model made, or did they just resize a digital sculpt?

Cool I'd not heard that story before.  But I know the skull your talking about...

Exactly this. I was never a huge fan of Kaladrax, to be honest--skeletal dragons just aren't my thing, dracolich or no. The part that did interested me was that after the mistake had been made and discovered, Reaper shrunk the Nethyrmaul sculpt to try to keep costs in line. I was very sad about this until they released a limited-edition resin of the "full-sized" Nethyrmaul a couple years ago at Reapercon.
