Gloss can make the photography diffiuclt, but there are a lot of people who like it for the look on the tabletop.  I usually use a medium finish, not so flat as Testor’s Dullcote, but not so glossy as the straight gloss version...

 

Looks like a fun Victorian game in the offing.

Yeah, you could still Dullcote them or use a brush-on matte sealer (IIRC Reaper sells one) if you don't like the shine and are worried about a spray-on gumming up your static grass.  They look good despite the glare though, great job!
