Did you shake it?

 

I use Vallejo Still Water a lot and never had this problem.

So maybe you need another bottle?

 

I think it's just gotten a bit old, but I've never had much luck making water bases, at least this is a step up from the cracking I usually get.

The Still Water in a bottle is meant for shallow water.

There is also Water Effects, which is a paste, that one needs to be applied in layers and starts out white, dries clear and can be used for a little deeper water.

 

But for deep water you need resin/epoxy stuff, I have not yet tried that.
