Help Pendraken Forums ID this mini

Besides here, I like to hang out on Pendraken's forums.  They are very nice guys but are used to looking at tiny 10mm figures and seem to be having problems IDing this (showed up in a garage clean out)

Whatever that is, I love it.

 

The metal looks really old. That looks like something from the early '80s, maybe? The bases make these look less like gaming minis and more like those weird, hard semi-pewter things you find in gift shops.

That's a huge range of miniatures from a company that I've never heard of and whose stuff I don't think I've ever seen. (Looks like I'm not alone, since it's tagged as "Unknown Year | Unknown Decade | Unknown Country".) That doesn't happen often, since it used to be my job to keep track of everything available at retail (not that we were ever completely successful, of course).
