This fun little guy is the Halfling Candlestick Maker from Midlam (SKU HTC19).  He seems worried due to his candle has going out.

Love this sculpt, and that's a good color scheme! I also think you chose the path of wisdom with the candles being unlit; I had the devil of a time trying to parse the lighting.
