I ordered a 3d printed model with a scenery base (skulls, rocks, broken weapons).  The mini and base came but they weren't together.  I figured out the kind of glue I need but can't seem to find anything on WHEN I should attach the base.

Should I attach then paint/seal or should I paint/seal both pieces than attach?

Either order works.  If you paint them separately there will be fewer hard to reach places but you have to potential to damage your paint job if you run into trouble during assembly.  OTOH if you put it together first then you won't have to worry about damaging what you've painted, but you might find some areas become hard to reach.  In the latter case just make sure those areas are dark before you get very far with your painting.
